Solution:
A is the best answer. since the entire sentence is underlined, we can reconstruct it, if there is an obvious error. 'as' denotes comparison between two verbs. Since surged, is a simple past verb, did agrees. The two things surged are worker and democracy movements and hope for just world order. 
B introduces the awkward and wordy ' which was international'.
In C The verbs 'surged' and 'was' do not match
D wrongly matches 'has been' with 'surged'
E, the adverb ' internationally' takes the place of an adjective to modify the compound noun world order.
